Hello! I'm pretty sure this is a Crane Fly...Tipula? My big question is...what are those funny little things on it's abdomen that stick out? Are they some sort of claspers for mating? Or vestigial wings?

Those are
halteres. You'll find them on all flies (they're just more noticeable on tipulids).
