Group of ? - Eulophus

Group of ? - Eulophus
Kernersville, Forsyth County, North Carolina, USA
May 24, 2013
Size: group about 8mm across
On underside of white oak leaf.
A trail of silk led to this ghastly circle of ...mummies? Seriously, they look like pupal cases of some sort of fly or beetle.
Some of the heads are missing. Apparently they frassed their last frass before pupating. It's all wonderfully fascinating.
Any ideas?
