Sure is. Appears to be a Maccaffertium male imago, commonly referred to as a Cream Cahill Spinner. The family is Heptageniidae. However, the body length exclusive of tails is probably more like ~1/2", and ~1 1/2" including length of the tails.

 
You're right about length
I was in the car and didn't have anything to measure him with. I let him out of the car when we stopped, so never got the chance. I was going by memory.
