Size: ~2.5mm body length
Found on a blade of grass. This is an odd fellow, I don't know what to make of him. Every feature except his palps makes me think of an adult male Neottiura bimaculata (which I've found a bunch of lately). The palps don't look swollen as in a juvenile, but they don't have any features I can pick out either. Maybe they didn't develop for some reason? I'll ask Rod.

"It's a bit atypical due to the abdomen being the same color as the carapace (also, the front of the carapace doesn't look as raised as is typical in this species), but your ID could be right. It's not uncommon for a male palp to be undeveloped because it was lost one or two molts ago, and imperfectly regenerated. But it is very unusual for the same thing to happen to both palps. Poor fellow, he'd be a spider eunuch!"

Although the ID isn't firm, I think this is a safe move based on what I've been finding.

I thought about that, but I think given that he's about the size of an adult, I think his palps would have to be swollen like this:


There also seems to be some extra modification on the palp tibiae that doesn't show up in the younger ones (and the palps aren't translucent):
