Size: ~ 8 mm
Feeding on nectar from Lepidospartum squamatum (Scale broom).

Looks very similar to the one from Orange County by Ron Hemberger (1), including the long, swollen arista, and the wavy white line on the side of the scutum.

Some of these are so darn similar, especially if one doesn't know exactly what characters to look for.
I just submitted a photo of a female showing considerable hairyness, which shows a bit more detail and may or may not be the same sp., though also from Eaton Canyon:
