Feeding on nectar from Lepidospartum squamatum (Scale broom).

ID reference: Cole & Schlinger, The Flies of Western North America. (UC Press, 1968); see (1). No idea as to species.

I think that a good case can be made in favor of A. apicifer (see notes below).

I don't have that reference and the information page is empty. It would be very helpful if you add some info; we have many Tachinidae in the Arthytas page that may or may not belong there.

Before consulting with images I try my mind, to see what I can learn from the literature. Cole & Schlinger (I've been wanting to add the reference in the book section for some time; your comments were a reminder - its there now) is a well known reference on flies, as the title states, in WESTERN North America. However, you can also examine the likeness in a host of images here in bugguide. It is probably A. apicifer which seems to be widely distributed. Compare images here: 1, and 2.
