Small white moth laying lots of eggs on Elderberry leaf.
And an "egg inspector" - small insect on eggs.

Will add another pic that includes a ruler for perspective and all the eggs - so far.

it looks a fall webworm
and a parasitic wasp sp both laying eggs..

Common for us to have Fall Webworm on Elderberry.
We will have to look closer for the eggs of the wasp.
