Seems like Eleodes nigrina, no?
A female most likely.

 
Not a Blapylis
Maybe Litheleodes. There are a several weird ones in the Pacific Northwest, although the pronotum looks most like extr*icatus

 
E. nigrina
Fits perfectly, Litheleodes doesn’t really look like this, the only other thing I could see is E. humeralis.
