This is far north of the usual range for Plecia so it seems likely to be P. americana. They have been common for the last ten days or so, mostly on Goldenrod or Clematis, as here.

Moved from Lovebugs. Not a lovebug: note rings of spines on fore tibia. Plecia is southern and does not occur in NY.
