Moved from Unidentified Leaf Mines.
Found some of these today with the larvae still inside them--I think I have this right. The other option would be an eriocraniid, but they have very distinctively "stringy" frass, which I don't see any trace of here.

Hmm
I'm leaning towards Eriocraniidae now, but the frass is unusual for that family. Best leave it here for now.
