Chrysopilus
It resembles a female Chrysopilus ornatus except vein R4 has a stump vein not present in the photos we already have.

 
C. ornatus
keys to C. ornatus, if one disregards the stump vein. I wonder if its just an abnormality?

The key in Hardy's revision (1) doesn't seem to use any wing characters other than coloration.
