Enchenopa-like treehopper - Enchenopa on-ptelea-trifoliata

These treehoppers were numerous on Ptelea, Wafer Ash, one of two members of the citrus family native to northeastern Illinois. They seem to frequent branches with the white scale-like insects. Are they tending them?

Echenopa sp.
I recently learned that Echenopa binotata is actually a complex of at least nine (9) species that have yet to be described individually. Not sure about the scale insects, but both scales and membracids are often tended by ants. They do not tend each other as far as I know.
