Found this tiny dark insect under a rock near the waters of Lake Huron. Is it a tick?

I am unfamiliar with this species but can tell you it is not a tick as it only has 6 legs. Ticks are arachnids and have 8. The antennae are positioned in a way that made me need to count carefully to be sure.

 
I did not know that ticks are arachnids!
Is this then a water bug of some kind?

 
definitely a heteropteran, but not a water bug; periaquatic one?
very hard to tell for want of detail, but given the habitus & habitat Saldidae would be my best guess
