From behavior and postural standpoints, this looks like a type of tachinid after a severe slimming diet. wing count appears to be two, but I've been fooled before. And I don't see the halteres. Overall look and antennae suggest wasp, at least to me. Found next to a muddy creek bed in the company of many other insects, but none like itself.
