Mimicry
Incredible mimic! The thumbnails fooled me completely. Curiously, other specimens are not that convincing. They have more yellow than most yellowjackets.

I believe you are right on the money. I will wait to see if there is any other replies. Thanks. I am going to disregard the bald faced hornet id that was submitted after your id as some sort of mistake.

Bald-Faced Hornet (Dolichovespula maculata)
The Bald-Faced Hornet, also known as the White Faced Wasp, is very aggressive and very abundant all down the East coast. They are fairly easy to identify. Although they mostly have very unique markings, they have distinguishable pure white faces and markings on the abdomen. In some cases they do have a very light yellowish hue. They are known to build their nests almost anywhere and in almost any climate. Underground, inside, in trees, high and low.
