Kelp fly
This must be really close to the shore, or the fly has been blown way off course. They usually hang out on rotten seaweed on the shore.

Yes, it was near the edge of a very small island, but there were a couple of them and they did seem sort of interested in the chokeberry flowers--though I did not definitely see (or photograph) feeding. I'll add a couple of shots of what I believe is the same individual on a flower.
