Interesting...
The color pattern certainly looks like an Ischnura, but the blue limited to S8 and not on S9 has me stumped. Abdomen is a little thick, could this be an andromorph female?

 
It is a female Seepage Dancer
It is a female Seepage Dancer, Argia bipunctulata. This species is only found at a few sites in Ohio and Cedar Bog (really a fen) is one of them.
