Tabanid larva
This is a species in the genus Tabanus. There are several possibilities which would depend on the markings of the posterior segment. Tabanus morbosus would be a possibility. You can find a key to larvae in: Burger, John F. 1977. The Biosystematics of immature Arizona Tabanidae (Diptera) Transactions of the American Entomological Society 103: 145-258.
