Size: ~4-7mm
This small fly was perched on an Aesculus californica leaf in early afternoon, and didn't move when I held the leaf for the photo. It didn't even move when we got it into a vial for a closer look, and didn't fly when I let it go by letting it catch hold of the leaf again.
The tree is beside a road with other trees and shrubs not too far from a creek, in grassland.

They're not very strong fliers.
