Quite puzzling!
I'm seeing a serious case of back stabbing here. Bottom bee looks like this male Megchile perihirta:
After going through 60 pages - I got bored - of Megachile sp. images, the only mating shot I found was this:

did you hang around
a little longer? Megachilidae, with male the smaller one on top. Looks like attempted mating.
Don't know which
Megachile
or whether species match. The female reminds me of
M. pugnata pomonae
, but John Ascher will know better.
