Quite puzzling!
I'm seeing a serious case of back stabbing here. Bottom bee looks like this male Megchile perihirta:


After going through 60 pages - I got bored - of Megachile sp. images, the only mating shot I found was this:

 
That's what I thought
Looked like top bee was stinging the bottom one.

did you hang around
a little longer? Megachilidae, with male the smaller one on top. Looks like attempted mating.
Don't know which Megachile or whether species match. The female reminds me of M. pugnata pomonae, but John Ascher will know better.
