Oxysarcodexia or Ravinia. See
Oxysarcodexia or Ravinia. Seems like wing tegula is black in which case it is Oxysarcodexia.

I am not sure exactly which structure is the tegula, but I am posting an enlarged picture of the wing bases in case that may help clarify the identity of this pair of flies.
