The unfortunate caterpillar is a Dark Marathyssa (Marathyssa inficita), the host plant is Winged Sumac (Rhus copallina), but what of the parasitoids? They somewhat resemble images of Euplectrus larvae but any additional insight would be appreciated.

The shape of the larvae does, indeed, suggest Euplectrus as you have suggested. They will feed on this caterpillar while it is still moving, and after it is consumed, the larvae will move below what remains to pupate.
