super tiny, I have no clue where to even start.. is there some tell tale mark with flies that could at least start me off at a genus?

Could be long-legged fly
Metallic body is a clue. So are long legs, but like you, I shot my first from directly above, and that wasn't obvious. The body on this looks less tapered than the norm, but it's hard to tell. (I'm no expert, but I've shot quite a few and seen scads recently, many on reeds by a pond.)
