Chalcid wasp…
Can't see a lot of detail here to confirm, but some male eulophid wasps in the subfamily Eulophinae have these characteristic branched antennae.

Eulophinae may be the correct ID ...
...however, based on the very long and narrow wings I think it more likely that this is the genus Elasmus - formerly in the family Elasmidae, which is now considered a subfamily within the family Eulophidae.
