Gomphus descriptus I think
It's hard to be certain of the cerci shape from this angle, but everything I can see points to Harpoon Clubtail (Gomphus descriptus). This is a really good find in North Carolina, at the southern extreme of its range. It would only be found at high elevations that far south.
