Saw this insect that looked like a big fly or a bee with beautifully patterned wings resting on the concrete planter in an area of our garden. What is it?

When I titled it bee fly, I had no idea that there actually was such a thing. The pattern on the wngs is absolutely beautiful. We have a lot of carpenter bees this year, so, their larvae definitely have a lot of food around. Thank you for the identification.
