I can't provide an identification for this (especially without a clear wing-shot), but I can confirm that this is not a Myrmecina as this specimen has well-developed mandibles.

Ant male
General habitus (very wasp-like, true), late flying season and smoky wings suggest Myrmecina americana (Myrmicinae).
