mite galls.
By the size and shape of these galls they resemble Eriophyid mite galls.
If you know the plant species the mite gall former could be identified. I have a 1982 illustrated guide to mite galls that may be of help.

Mite gall
I think this was on an elm tree. And I found a photo that looks very similar: http://www.marylandinsects.com/images/Elm_Finger_Gall_Mite_Eriophyes_parulmi_on_elm.jpg
So it would be an elm finger gall mite

insect galls
I will look at non-cropped images and see if I can identify the plant but I'm not good at plant IDs either (my best ID'ing skills are mammals and birds to some extent). Mites surprise me as I think of them as tiny insects and these galls were somewhat larger (some maybe an inch long. Thanks
