I thought that this tiny butterfly was a Skipper but it does not appear to be in "The Butterflies of Csacadia"

Thanks for the help with the ID and I agree it certainly looks identical to the specimen in the link, Question, if this is the first US confirmation of this species how do we go about certifying that or doing whatever needs to be done to put it in the record books?

Looks more like a Schinia moth
Nice find. Some of the many species that it might be related to.
but it doesn't look exactly like any of those to us.
