Apparently there are three spp. of these that feed on Dogwood, so I'm putting them at the genus level.

I think this could be a sawfly larva
in which case, a side view would show more prolegs than the caterpillars of butterflies and moths (see image below). More info in guide. Do you have any idea what kind of plant it was eating? That often helps with caterpillar ID.

Silky Dogwood
I believe it was eating silky dogwood leaves. There were plenty of these caterpillars. Origionally they were white but they shed their powdery, white covering.

The hostplant is good to know.
