its an ovipositor... same design as a camel cricket...

Carolina leafroller.
This is an adult female 'cricket' called the Carolina leafroller,Camptonotus carolina, if I am spelling the Latin correctly:-) Neat insects that aren't 'real' crickets, but are related to them.
