Many millipedes simply can't
Many millipedes simply can't be identified from photographs. Some you can take to family or even genus, but many IDs can't be 100% accurate without photos of the male genitalia.

There aren't very many millipede experts
on BugGuide (or in general), and often the diagnostic features are hard to find in photographs.
