The neck on this one reminds me of a Gonomyia, but I'm uncertain.

This one is in
the genus Limonia species humidicola . Notice the pale coloration at the tips of all the third segments on legs. Check here for more info . This is a new species for the Bugguide, moved to its own page. - Chen
