Possibly Condylostylus longicornis
There are now three species of Condylostylus recorded from California. Of them, this matches C. longicornis in color.

Moved
Moved from Sciapodinae.

Probably an aberration rather than a species character according to Dr. Scott Brooks.

Aberration?

Extra crossveins
Your fly has two extra crossveins about 2/3 of the way to the wingtip.
