Dancer, Argia species, female
I think it's either a Blue-fronted Dancer or Powdered Dancer, A. apicalis or A. moesta. Someone else can probably tell you which one.

According to my guide's range maps, the former is present only in extreme southern Ontario, while the latter exists considerably more north.

 
Powdered, I think
The abdomen tip looks better for Powdered to me, but I am not 100% certain.
