Best to avoid common names when talking about leafminers, since any insect that mines locust leaves could be called "locust leaf miner," but yes, this is the beetle.

Locust Leaf Miner?
I was in the Baltimore area a two years ago in July and found the trees where I was staying to be heavily infested.
