Pompilidae
Spider wasp. Looks like Anoplius americanus, but I couldn't find any records of that species in the west. Check here for images of Pompilidae, and here for info.

 
Thanks, Joseph, it's the most encouraging comment I've gotten...
...on this type of wasp. I'm sure you nailed, but from other posts, it sounds like these are impossible - or close to impossible - to get to species without a specimen in hand. I'll leave it here to see if anyone else comments, but will eventually put it in genus unless somebody advises otherwise.
