Not a Leptocercini
The Zebra Swallowtail, Eurytides marcellus (Neographium Möhn, 2002), does not occur in the Pacific northwest. The only 2 species in this group recorded in North America (beyond MX) occur in the eastern region of the continental US with only E. marcellus ranging beyond s. TX into the eastern USA northward into se. Canada.

The butterfly pictured is very typical of the Pale Tiger Swallowtail. Note the shorter tails and markings.
