Several of these flies were pressing their abdomens against the soil in the same area of a path, as if ovipositing.

Villa, a bee fly
This is a female collecting sand into which she will mix her eggs, then bombard burrows of the insects here offspring will parasitize. More here: http://nathistoc.bio.uci.edu/diptera/Behavior.htm
