Feeding on yarrow wich was growing along the edge of a parking lot near Diamond Lake. Forest nearby and about 100 yards from the lake

Based on wing pattern, denticulate costa (ran this photo, as well as your photo MG_8959 through i-photo, also compared with male affinis), and all-black legs.

Just saw your beautiful photo of what I think is Chalcosyrphus piger, wanted to check out what else you had posted.
The present fly is most likely Thevenetimyia affinis, male (note eyes touching above). I'll check on this later today, have to run some errands now.
Update: I think this is Thevenetimyia sodalis, closely related to and often confused with T. affinis. More soon, have another chore.
Do you have more photos, or a larger version of this one? If you don't mind you can e-mail the original if you have only this photo. This would allow me to enlarge especially the wing margin.

This is a very distinctive fly, hence a good place to start.
On the tougher, more similar ones, check the wing patterns first and foremost.
