Female tussock moth.
This is a female tussock moth. She probably emerged from the 'foam,' which should be her cocoon. Since she is wingless, she usually doesn't stray far, and often lays her eggs on the cocoon. She broadcasts a strong scent to attract males of her species. The males CAN fly, of course:-)

Orgyia sp.
The genus is Orgyia. They are almost impossible to ID to species level without knowing what the larva or the male looks like.
