Polistes fuscatus, male (MA)
A dark male of fuscatus, common for that region. Colour variation is wild in this species which led to the description of several 'subspecies' in the past (three of them occur in Ontario!).

Perfectly matches the two females of spring 2005
This male shows exactly the same color pattern as the two females you photographed this spring - one in February and the second in April. He too differs strikingly from "typical" P. fuscatus males elsewhere in this guide. Therefore, I'm now quite sure there is (at least) another nearctic Polistes species in your region. Which one, that's another matter.
