I believe this is a pair of Needham's Skimmers.....but the one in the background is a bit off color to me for the female. Any thoughts?

I think you are right
Male's bright red thorax is a clue, and the wing veins look right (though kind of blurred). It's also the species I'd expect at a salt marsh refuge.
