Tiny fly with interesting eye stripes - Orthonevra nitida

This tiny critter was foraging on a flower in my yard. It didn't give me a chance to get more images, and I apologize for submitting one that's so out of focus, but it's the only one I have and I'm very interested in knowing what it is.
