Ocotillo
...aka Fourquieria splendens. From the classic "Arizona Flora": "Ocotillo drops its leaves as soon as the soil gets dry, but quickly refoliates after a good rain". Its long, terminal, inflorescences of densely packed, deep-red, tubular flowers are quite spectacular in spring.
