Chalcidid wasp? - Phasgonophora sulcata

This very tiny wasp was on an alder tree along a forest trail. It was difficult to get clear photos as it was in constant motion. I think this is a Chalcidid wasp, and would be grateful for confirmation, or an ID as to what it is, if not that.
