There is an outer layer which is full of liquid and a hard center "seed".

wasp larva
This does look like a wasp larva. This is interesting -- I've never seen liquid inside any of the galls I've opened up. But I haven't opened up galls belonging to an enormous number of species, either (maybe 10 or 15 species, some of which had already emerged, or been parasitized). I'm going to ask my cynipid contact about this -- it may be a few weeks before I see her.
It's a great idea to keep these for a while (months, maybe even until next spring) and see if something emerges from them. That would help solve the mystery. When I tried this last year I was told not to let the galls dry out (I'd picked up oak leaves off the ground, like you did). You might want to keep them at close to outdoor temperatures, and sprinkle water on them now and then.
