P. dorsalis?
How do you rule out P. d. dorsalis?

 
Male clypeus
Very legitimate question. The clypeus of male dorsalis has a different shape than those of other Fuscopolistes species (usually well separated from inner eye margin). With a little bit of practice you will see the difference immediately.

Paper Wasp
Order Hymenoptera, family Vespidae, tribe Vespinae; Polistes sp., most likely P. fuscatus. Looks like a drone at that.
