Wasp nest - Chrysis angolensis

The final chamber contained this wasp - but I thought the metalic green wasps were all parasites on other species. If that is true, I'm still no closer to knowing who built the nest.

Chrysis angolensis
In my opinion this is Chrysis angolensis. It has the characteristical mesopleura (Elampini don't have mesopleura like that), very dark wings and darker bluish third tergum are both also are characteristical for Chrysis angolensis. In this pose it really looks shorter and stouter as Elampini are and the teeth at the end of abdomen (existence of which would exclude all Elampini) are just not visible from this photo. And last but not least larger Elampini are always parasites of only ground nesting wasps but Chrysis angolensis is known parasite of mud daubers.

Cuckoo Wasp
I have never seen a mud nest exactly like the one in the first image, though I would guess it is the nest of some sort of potter wasp. The adult Cuckoo Wasp seen here appears to have been nearly ready to leave the nest; Cuckoo Wasps I believe are common parasites of potter wasps. I have seen plenty of them here in Florida emerging from Eumenes nests.
