Macrosiagon cruenta? I found it on a mint-stalk, partially hidden by a leaf. It might have been caught in a spider web as there was some webbing on the elytra when I looked at the pictures.

Yes, definitely right!
Rivnay(1), Linsley & MacSwain(2), and Vaurie(3) all indicate that M. cruentum is the only species in the genus with 2nd hind tarsomere longer than third. (See, for instance, Rivnay's discussion here.)

The 2nd hind tarsomere in your image above is clearly longer than the third, which clinches the ID.
